Learning Session 2

Learning session 2 discussed about Monitoring and Evaluation.  It was held on 15 November 2009, at Disaster Oasis Training Center, Jl. Kaliurang km 21, Yogyakarta.

The session was discuss about the meaning of monitoring and evaluation, what is the differ between them and how we conduct monev itself.

Monitoring is a continuous function that aims to provide the main stakeholders of a project, programme or policy with early indications of the quality, quantity and timeliness of progress towards delivering intended results. The consequence of monitoring is understanding what may need to be changed to ensure things occur as planned, and to enable regulated accountability and thus the confidence of stakeholders.

Evaluation is a process of judging value on what a project, policy or programme has achieved particularly in relation to activities planned and overall objectives. The analysis result compared to relevance, cost effectiveness and achievement. It involves value judgment and hence it is different from monitoring

How do Monitoring and Evaluation Differ..?

  • They are different, but interrelated functions, as they both contribute knowledge as a basis for accountability and enhanced performance.
  • Monitoring is an internal, repetitive, operations and management function. Evaluation is often external, periodic/ snapshot, in greater depth and asking different questions.
  • Monitoring: “Are we doing things right”? while Evaluation, in addition, “Are we doing the right things?” and “Are there better ways of achieving the results?”
